Best Charleston Resources for Small Businesses

For free one-on-one advice, start with the Charleston Area Small Business Development Center in North Charleston and the SBA's South Carolina District Office, which serves Charleston through a virtual office. Starting or growing a business in the Charleston area means dealing with three layers of government and a good number of support organizations. This list groups the ones most owners need: free advice and training, networks and workspace, and the offices where you actually register, license and pay. Each description is based on what the organization says on its own website as of September 2026; programs and dates change, so check with them directly.

  1. Charleston Area Small Business Development Center (SC SBDC)

    Best for: Free, private one-on-one business consulting

    The SC SBDC network says it offers free, private consulting, resources and seminars to help small businesses start and grow. Its Charleston Area office is at 6296 Rivers Ave., Suite 300, North Charleston. Its website lists specialized programs including cybersecurity, selling to the government, international trade, manufacturing and a veterans business program.

  2. U.S. Small Business Administration, South Carolina District Office

    Best for: SBA loan programs, federal resources and online events

    The SBA's South Carolina District Office lists a Charleston virtual office, reachable by phone at 803-765-5377, serving Charleston, Berkeley and Dorchester counties along with Beaufort, Colleton, Georgetown, Hampton, Horry, Jasper and Williamsburg.     The Harbor Entrepreneur Center in Mount Pleasant says it was founded and is operated by entrepreneurs to connect founders with advisors and capital. Its site lists a boot camp, an accelerator, a forum, workspace including furnished office space for local entrepreneurs and small businesses, and a network of mentors and experts.

    Best for: Tech and software companies

    Charleston Digital says it focuses exclusively on developing the ecosystem for tech companies and professionals in Charleston. Its site lists community events, co-working space at its Flagship location, talent connections with career seekers and vetted service partners, and classes through the Charleston Learning Center.

    Best for: Locally owned independent businesses

    Lowcountry Local First says it advances economic prosperity and local ownership in the Lowcountry. Its site describes a Local Expertise Exchange offering complimentary and confidential guidance from a network of business-service experts, a 12-week Community Business Academy, a Certified Local badge, a member directory and monthly Local Social networking events.

  7. City of Charleston Revenue Collections (business licenses)

    Best for: Any business operating or earning income inside Charleston city limits

    The City says all businesses operating or generating income in the City of Charleston must pay an annual business license fee, including contractors and special event vendors; its page also covers businesses run from home. Applications and renewals run through its Customer Self-Service portal. Licenses expire April 30 each year.

  8. Charleston County Revenue Collections

    Best for: Businesses in unincorporated Charleston County and several towns

    Charleston County's Revenue Collections department enforces and collects business license fees for the county and for North Charleston, Folly Beach, Rockville, McClellanville, Awendaw, James Island and Lincolnville. It also collects accommodations fees. Applications and renewals are online.

  9. South Carolina Business One Stop (SCBOS)

    Best for: Working out which state licenses, registrations and taxes apply

    SCBOS is the state's starting point for new, established and out-of-state businesses. Its Business Wizard is designed to show which licenses, permits and taxes may apply to your business, and it has guidance on business structures, DBAs, hiring employees and tax registrations.

  10. SC Secretary of State, Business Entities Online

    Best for: Forming an LLC or corporation and checking name availability

    The Secretary of State's Business Entities Online system lets you create business entities, file changes, search existing entities and registered agents, and order certified copies and certificates of existence. The office also runs UCC filing and search.

  11. SC Department of Revenue, MyDORWAY

    Best for: Registering for sales, withholding and other state tax accounts

    MyDORWAY is the SCDOR's free tax portal. The SCDOR says you can use it to apply for tax accounts, file business tax returns, make and schedule payments, upload requested documents and apply for licenses such as the retail license. It is also the SCDOR's preferred way to upload W-2s and 1099s.

    Best for: Employers setting up state unemployment tax

    DEW's employer pages cover how to pay state unemployment insurance tax, respond to claims, qualify for tax credits and find qualified workers. Employers manage their unemployment tax account through its online employer portals.
